Louisiana Legislator Seeks Second Full Term in U.S. House of Representatives
U.S. Congressman Troy A. Carter (D- New Orleans) and Vice President Kamala Harris received the endorsement of the Louisiana Democratic Party. Congressman Carter is running for re-election to represent Louisiana’s 2nd District in the United States House of Representatives, while VP Harris is running for President of the United States.

Together, we will unify the party and work across divides to deliver for Louisiana and America’s families,” said Congressman Troy Carter. “In the face of threats to our way of life, we need leaders with experience prioritizing people over policy and working toward a brighter future. As always, I will put you first, as the voice of the people.”
Congressman Carter began his political career as Executive Assistant to New Orleans Mayor Sidney Barthelemy before running his first successful campaign, becoming the first African American elected to the Louisiana House of Representatives from the 102nd District. He then served as a New Orleans City Councilmember and in the Louisiana Senate, where he served as Senate Minority Leader, Chairman of the Senate Democratic Caucus, and the Chairman of Labor & Industrial Relations.
Vice President Kamala Harris has effectively served as President Joe Biden’s second-in-command for the last 3-plus years and previously served as a United States Senator for California after rising to prominence as the District Attorney for San Francisco and then as Attorney General for California. A longtime prosecutor, Harris served on the Senate Judiciary Committee, the Committee on Homeland Security and Governmental Affairs, and the Select Committee on Intelligence. During her tenure in the Senate, Harris was critical in holding elected and appointed federal officials accountable for their actions.
This will be Congressman Carter’s first re-election under the new Louisiana Congressional map, with District 2 picking up portions of St. Bernard and Lafourche Parishes. Election Day is November 5, 2024.
